The project involves setting up of a Nuclear Power Park (6×1000 MWe, LWRs) in District Bhavnagar, Gujarat. The project will be implemented in
three stages of 2×1000 MWe each with a gap of about 3 years. A residential township is also proposed to be constructed as part of this project. NPCIL plans to acquire approximately 700 ha of land for the Nuclear Power Park and 75 ha for the township. The proposed site is close to Mithi Virdi Sea Coast, Gulf of Khambhat, Arabian Sea. The water requirement for the plant will be met from sea water, however, the fresh water requirement for the township will be met through establishing a desalination plant. Construction of a jetty for movement of heavy equipment through sea route is also proposed as part of this project.

in two stages of 2×700 MWe each with a gap of about 4 years. A residential township is also proposed to be constructed as part of this project.

NPCIL plans to acquire 650 hectares of land for the project and 75 hectares for the township. The land for the plant site is reported to be low lying and water logged during monsoon. The water requirement for the plant will be met through Fatehabad Branch of Bhakra Canal.

Status : On June 15, Ministry of Environment of Forests has said that the pre-feasibility report was found to be lacking the requisite details and feasibility of meeting the water requirement during lean season flow and during canal closure was also not given in the PFR. Further, MoEF has directed NPCIL to revise the project documents and submit the same afresh for further consideration of the Committee in order to be considered for clearance.

New Power Projects sees rise in new alliances & JVs in power equipment business.

Just after getting disqualified from bidding for NTPC’s Rs.9,000 – Rs.11,0000 crore super critical boiler contract, L & T Power, a 100 % subsidiary of L & T has decided to restructure its joint venture with Mitsubishi, to re-bid for the contract.

A couple of months back, NTPC floated tenders for supplying super critical boilers for 9 of its own projects and two of Damodar Valley Corp’s upcoming power projects. L & T Power, which had bid for the project was disqualified for ‘technical reasons’. The ‘technical reasons’ being that the company lacked experience and expertise to supply supercritical boilers and lacked equity partnerships in manufacturing these. It may be noted that the company’s existing joint ventures, L&T MHI Boilers Pvt Ltd and L&T-MHI Turbine Generators Pvt Ltd — are between L&T and MHI, and not between L&T Power and MHI. Hence, the company is planning to transfer the equity of L&T in their joint ventures (JVs) with Mitsubishi Heavy Industries (MHI) into L&T Power through a book transfer, and re bid for the project, provided , the clauses for the re-tender remain the same.

The delay of three months might see,few other Power Plant JVs like BGR-Hitachi and Ansaldo Caldaie Boilers coming into the fray. Ansaldo Caldaie Boilers, a JV between Italian company Ansaldo—which is 50 per cent owned by Gammon India—and GB Engineering at Trichy, is in the initial stages of setting up the plant.

The other JV likely to bid is between Pune-based Thermax and Babcock & Wilcox , US which has reportedly acquired land for setting up the unit for making boilkers.

One can also expect, Bharat Forge, which is setting up a JV with Alstom of France at Mundra in Gujarat and Toshiba JSW Turbine and Generator Pvt Ltd, a JV between Toshiba Corporation and Sajjan Jindal’s JSW Group, with facilities near Chennai may also be interested in bidding for the project.

India to set up National Mission for Enhanced Energy Efficiency.

Union Cabinet, on 24th June, gave in principle approval for setting up National Mission for Enhanced Energy Efficiency (NMEEE), the object of which is to foster innovative and sustainable business models to the energy efficiency sector. The NMEEE is one of the eight national missions under the National Action Plan on Climate Change. The framework has four major initiatives in promoting energy efficiency measure. It includes

1. Perform Achieve and Trade Scheme (PAT), a market based mechanism to enhance cost effectiveness of improvements in energy efficiency in large industries.
2. Market Transformation for Energy Efficiency (MTEE), which includes accelerating the shift to energy efficient appliances in designated sectors through innovative measures.
3. Energy Efficiency Financing Platform (EEFP), which allows for the creation of mechanisms that would help finance demand side management programmes in all sectors by capturing future energy savings.
4. Framework for Energy Efficient Economic Development (FEEED), to develop two fiscal instruments to promote energy efficiency – the Partial Risk Guarantee Fund (PRGF) and Venture Capital Fund for Energy Efficiency (VCFEE).

THDC India signs MoU with Bhutan for Bunakha Hydro Electric Project (HEP)

Tehri Hydro Development Corporation ( THDC India ) has signed an MoU with energy department, Royal Government of Bhutan for updating of ‘Detailed Project Report’ (DPR) of 180 MW Bunakha Hydro Electric Project in Bhutan. The MoU was signed on 24th oh June. In addition, THDC has also been assigned the responsibility of updating of DPR of Sankosh Multipurpose Project (4060 MW) in Bhutan

NTPC’s Dadri Power Project – Status Update.

Minister of State for Power , on 23rd of June visited the NTPC”s National Capital Thermal Power Project [NCTPP],Dadri power station and reviewed the progress. It may be noted that NTPC is impleting the Stage-II programme which comprises 2 coal based units of 490 MW are expected in 2010, to meet the power requirement of Commonwealth games scheduled in New Delhi in October 2010. The commercial operation of first 490 MW unit has already been undertaken with effect from 31-January 2010. Also work for second unit of 490MW is under full swing. The station’s capacity allocation is mainly concentrated in northern region of India. Spread over 2,465 acres, the station is situated on the Dadri -Dhaulana road [10 kms. off Dadri G.T. road, and 12 kms. off the National Highway # 24] .

HCC bags construction contract for 100 MW Sainj Hydroelectric project.

Hindustan Construction has bagged the civil works contract worth Rs 431 crore for 100 MW Sainj project on 25th of June. HCC would be responsible for Planning, Design & Engineering and execution of Civil & Infrastructure Works; Manufacturing, Fabrication, Assembling, Testing, Inspection, Transportation, Erection, Supervision and Commissioning of Hydro Mechanical equipment.

The other parties which had bid for the project include Larsen & Toubro, Patel Engineering and Gammon in a joint venture with Marti of Switzerland.

Hyundai Engg and L & T consortium to build GVK’s 800 MW Gauatmi Power CCPP.

GVK Power & Infra has entrusted the work of building its 800-MW Gautami combined cycle power plant at Samalkot, in Kakinada to consortium of South Korea’s Hyundai Engineering and Larsen & Toubro. The equipment will be supplied by Siemens. The project is expected to be complete in the next three years

Haldia Energy to resize power project.

Haldia Energy, an SPV floated by CESC is planning to resize its power project at Haldia in West Bengal to 540 mw from the earlier planned 600 mw. According to the company, Final size will be decided and selected based on the outcome of international competitive bidding and after cost benefit analysis.

Power Sector News for the second week of June 2010

Country’s first 3 MW SPV plant inaugurated. :

Karnataka Power Corp has set up the country’s first commercial scale solar photo voltaic power plant. The 3 MW SPV power plant located at Yellasandra village in Kolar district was set up at an investment outlay of Rs.59.9 crore. The power plant built on a turnkey basis by Titan Solar Energy Systems, a Bangalore based company was inaugurated on June 17 by Mr.Farook Abdullah, union minister for new & renewable energy.

Chhattisgarh hopes to add 1500 MW more power in the next two years.

Chhattisgarh State Power Generation Company, the state run power company plans to commission two of its ongoing thermal power projects in order to achieve its target of 1500 MW additional power by 2012. The projects include 1,000 Mw Marwa-Tendubhata Thermal Power Project coming up in Janjgir-Champa district. The project is expected to be commissioned by November 2012 though the first unit is likely to go on stream in September 2012. The other project is expansion of Korba West Thermal Power project (unit 3), which is expected to be commissioned by June 2012. The unit’s generation capacity will be of 500 MW. The mechanical and civil works of both the projects are in progress. Besides public sector Bharat Heavy Electricals Limited (BHEL), two private companies, namely BGR Energy Systems Limited and Techpro Systems Limited, had been awarded contracts for both the projects.

Ongoing power projects in Andhra Pradesh.

Andhra Pradesh Power Generation Corp, (APGENCO), the state owned power company is currently executing about 10 power projects ( 5 thermal & 5 hydro power) with an aggregate capacity of 3,946 MW. The projects include :

1. 500 MW Kakatiya thermal power project at in investment of Rs.2960 million. The unit was synchronised on March 31, 2010.
2. 9 MW ( fourth unit) of Pochampad hydel power project was completed and is awaiting sufficient inflows into the reservoir for commissioning.
3. 210 Mw unit-5 of Rayalaseema TPP.
4. 500 Mw Kothagudem Thermal Power Station (TPS) stage-IV,
5. 600 Mw Kakatiya stage-II,
6. 2×800 Mw Krishnapatnam thermal power plant,
7. 3×39 Mw Priyadarshini Jurala,
8. 2×25 Mw Nagarjunasagar tail pond,
9. 4×30 Mw Pulichintala hydel power project and
10. 6×40 Mw Lower Jurala hydel power project

While all the hydel power projects with a combined capacity of 536 Mw are scheduled to be commissioned by 2011 or before, the 3,410 Mw thermal power plants are slated to be commissioned by 2012.

Land identified for 2 Mega Power projects in AP.

APGENCO promoted Andhra Pradesh Power Projects has reportedly identified 2,634.60 acres of land for its proposed 5 x 800 MW ( 4000 MW) Vadarevu ultra mega power project. In the venture, APGENCO has 51 per cent share and distribution companies (discoms) 49 per cent stake. The project involves an investment of Rs.19,804 crore. Similarly, 2,500 acres of land has been identified for the 2,400 MW ( 3 x 800 MW) Srikakulam thermal project. Preparation of feasibility studies and detailed project report are in progress for the project which is coming up with an investment of Rs.12,000 crore.

Orissa to revoke power project MoUs.

Government of Orissa has take aggressive steps to speed up the MoU signing companies to complete their power plant as per the deadline and is planning to cancel the MoUs of power projects that did not make any
progress. This is with respect to the state’s ambitious plan of producing 52,000 MW power by the end of the next five year plan (2012-17).

SEMI India predicts 1100 MW solar power generation by next year.

Semiconductor Equipment and Materials International (SEMI) India has said that India will have 1,100 MW of solar power generation capacity by next year. SEMI, the apex body representing semiconductor manufacturers and solar/photovoltaic sector is confident that the present capacity of SPVs and fabs are enough to support about 1,000 MW a year.

300 MW Rosa Power Plant ( Phase II) synchronized.

Anil Dhirubhai Ambani Group owned Reliance Energy has synchronized its second unit of 300 mw capacity at Rosa thermal power station in Shahjahanpur district with the state grid. The first unit was synchronized with grid in December 2009.

National Fertilizers diversify into wind power.

National Fertilizers has announced its plan to diversify into wind power generation. The company has reportedlyawarded a contract for setting up a 14.7 MW Wind Energy Project in Jaisalmer distict, Rajasthan. The project is scheduled to commission this year itself.

Orient Green Power plas IPO to fund power project.

Orient Green Power has firmed up plans to float an IPO to mobilize Rs.900 crore to part fund its Rs.4400 crore power project programmes. The company, earlier had announced plans to increase its renewable power generation capacity from the present 193 Mw to 1,000 Mw by 2013. The company plans to set up approximately 622 Mw of wind energy projects, a 178.5 Mw of biomass project, and a 15 Mw small hydel project. The new 75 Mw biomass projects are coming up in Maharashtra, Andhra Pradesh, Rajasthan, Punjab and Tamil Nadu, said
Shivaraman. He further added that the wind energy projects would come up in Tamil Nadu, Maharashtra and Gujarat.

Gayatri Project to enter solar power business.

Gayatri Projects, a construction major head quartered in Hyderabad is planning to diversify in to solar power generation. The company has said that it has identified land in AP for putting up a 5-10 MW solar power project at a cost of Rs.17 crore. It may be mentioned that the company is currently developing a 2X660 mw coal-based plant at Krishnapatnam in Andhra Pradesh at a cost of about Rs 6,900 crore.

TN Launches captive power project in state owned sugar mills.

Government of Tamil Nadu has launched a captive power project in 12 of the state owned sugar mills. The mills from the cooperative and public sector will start producing power from bagasse in 18 months will have an aggregate capacity of 183 MW. State has allocated Rs.1125 crore for this purpose. The projects will be implemented by the respective sugar mills in coordination with the Tamil Nadu Electricity Board.

Delhi to have a 2000 MW gas based PP soon.

NTPC is planning to set up a new 2000 MW power plant in Delhi. Chief Minister Sheila Dikshit has reportedly given an in-principle ‘go-ahead’ for the proposal an is expected to officially request the Union petroleum
ministry to arrange for the gas required to operate the new plant. Other details are being worked out.

NLC commissions unit I of Barsingar Power Plant, Rajasthan.

Neyveli Lignite Corp has commissioned its lignite-based power plant at Barsingar, in Rajasthan. The 250 (2×125) MW unit was synchronized on 4th June 2010. NLC plans to set up two more plants of similar capacity, in the state.

Suzlon to sign fresh MoU for 50 wind farm in WB.

Suzlon Infrastructure Services, a subsidiary of Suzlon Energy is likely to sign a fresh MoU for the eastern region’s largest wind farm project, expected to come up at Dadanpatra in East Midnapore district. The 40-50 MW wind farm, to come up on 700 acres of land is expected to cost Rs 7000 million. SISL would build and operate the wind farm, and after the project is stabilized, transfer it to prospective investors.
