Wind Power Project in Tamil Nadu
NLC is developing a 50 MW wind power plant in the Tirunelveli district of Tamil Nadu at a cost of Rs 325 crore. Tenders were floated for the power plant equipment and bids were received. The bids are being evaluated. For the project, the land has to be acquired by the main equipment supplier. This project is likely to be commissioned in 2011.
Renovation & Modernization of NLC TPS – I
The company is planning to replace the ageing 600 MW thermal power station-I with lignite-based thermal power plants of 2 X 500 MW in Neyveli at an estimated cost of Rs 5,696 crore. NLC is awaiting necessary approvals from the government of India for the project. It already has land for the project.
Barsingsar Thermal power station expansion
NLC is planning to expand the Barsingsar Thermal power station by adding 250 MW capacity with an investment of Rs 2,020 crore. Preparation of the feasibility report has been completed and the application seeking administrative sanction for land acquisition has been submitted to the Rajasthan government.
Jayamkondam 2 x 800 MW TPP
NLC has reported progress on the Jayamkondam lignite-based power project of 2 x 800 MW power plant. As of now, the feasibility report is under finalisation. Administrative sanction of the Tamil Nadu government for acquiring land has been obtained. The project is estimated to cost Rs 9,433 crore.
2000 MW Power Project in Orissa & UP
NLC has proposed up coal-fired power plants of 2,000 MW, one each in UP and Orissa, with an estimated cost of Rs 20,000 crore. While in UP, the project is being planned in joint venture with Uttar Pradesh Rajya Vidyut Utpadan Nigam Ltd, the Orissa project is being contemplated with Mahanadhi Coal Fields Ltd.
NLC – Mahanadi Coal JV’s 1000 MW Power Project in Orissa
Mahanadhi Coalfields Ltd and Hindalco already have a JV to develop a coal mine of 20 MTPA capacity at Talabira in Orissa. Using their share of coal from this mine, NLC and Mahanadhi have proposed to jointly set up a 1,000 MW power project at IB Valley in Orissa at an estimated cost of Rs 5,000 crore.
NLC’s 2 x 500 MW Coal Fired Project at Tuticorin
NLC, in joint venture with the Tamil Nadu Electricity Board, is setting up a 2 X 500 MW coal-based power project in Tuticorin. Contract has been awarded to BHEL for main power plant equipment. The first unit is scheduled to be commissioned in March 2012 and the second unit in August 2012.
Besides all these projects, NLC is also planning to participate in the competitive bidding for Ultra Mega Power Plant, subject to clearance from the ministry of coal.
Ministry for New & Renewable Energy has sanctioned a project for setting up a 3.75 MW demonstration tidal energy power plant at the Durgaduani Creek in Sunderban region in West Bengal to the West Bengal Renewable Energy Development Agency (WBREDA), Kolkata. The project is under implementation.
The Gujarat Power Corporation Limited (GPCL), Gandhinagar has also initiated efforts to prepare techno-economic feasibility report of tidal power generation across the coastline of Gujarat.
Gama Infraprop which is planning to set up a 225 MW CCPP at Kashipur in Uttarkhand has been issued the Terms of Reference ( TOR) by Ministry of Environment and Forests to proceed with preparing the Environment Impact Assessment Study.

Project Details : The project involves setting up of 225 MW Combined Cycle Gas Based TPP at village Mahuakheraganj, in Kashipur Taluk, in Udham Singh nagar Distt., in Uttarakhand. Land requirement will be about 25 acres, which is in Uttarakhand Industrial Park notified Industrial Area.
In June 2010, the company retained M/s Sai Geotechnical Engineers Pvt. Ltd, Ghaziabad to undertake Geotechnical Investigation work and topographical & Contour survey work for proposed Gas based Power Project and the work is under progress.
In July 2010, the company had invited Request for Qualification ( RFQ) and from EPC Contractors and OEMs ( Original Equipment Manufacturers) for supplying and installing Steam Generators and Steam Turbine Generators for the proposed project.
Environment Clearance Status : The project proposal, drafted by the company’s consultant, M/s GIS Enabled Environment & Neo-Graphic Centre was submitted on June 01, 2010. The Expert Appraisal Committee took the project for consideration on August 01, 2010 and instructed the project promoter to prepare the draft EIA ( Environment Impact Assessment ) covering the issues raised during the discussion.
Also, the company was instructed to submit the Draft EIAfor appraisal by the Expert Appraisal Committee for consideration of awarding environmental clearance.

Vainateya Power, a lanco group company is planning to set up a 2 X 660 MW Coal fired Thermal Power Station in Tamil Nadu, India. The power station is proposed to be a coastal plant near Tuticorin Port.
Project Details :
The 1320 MW green field Power Project shall be of Supercritical Technology and will be set up in Tamil Nadu, where a suitable and adequate area of land is being acquired.
The project would be developed in first phase of two units with the necessary infrastructure to cater to the requirement of the 1320 MW power project. Necessary provisions for future expansion (Ph-II) by another 2 x 660 MW shall be provided in the layout with necessary inter connection facilities.
Plant shall be designed to operate on blended coal by mixing Domestic & Imported coal. Imported coal is likely to be sourced from Indonesia and domestic coal is from Mines at Talcher under the command area of Mahanadi Coalfields Limited in the State of Orissa or any other area as linkage coal.
The plant shall also be designed to operate on 100% domestic coal. Around 7.5 million ton of domestic coal per year for operation of the station at a plant load factor of 90% is required.
Tenders : In August 07, 2010, the company invited Tender For Supply Of Steam Generators Or Steam Turbine Generators Capacity Ranging From 500 -800 Mw for the proposed power project..

Environment Clearance Status :
In June 2010, the company applied for Terms of Reference ( TOR ) with MoEF, for which the ministry said, it will place the proposal in 2nd Meeting of the Expert Appraisal Committee ( Thermal) scheduled during August 9-10, 2010.
In August 9, 2010, the Expert Appraisal Committee that took the project for consideration said that the project promoter should prepare the draft Environment Impact Assesment ( EIA) report based on the points raised during the presentation and should submit the EIA report to the state pollution control board for conducting the public hearing as per procedure.
The promoter has further been instructed that the final EIA/EMP report along with public hearing report and the requisite documents (including written objections, if any) shall be submitted to the Ministry for appraisal by the Expert Appraisal Committee for consideration of awarding environmental clearance

Clover Solar which recently signed an MoU with NTPC Vidyut Vypar Nigam for under the Jawaharlal Nehru National Solar Mission (JNNSM) to set up a solar power plant ( Read : List of MoUs with NTPC Vidyut Vyapar for Setting up Solar Power Plants ) has commenced pre project activities.
The project involves setting up a 2 MW solar power plant at Supa near Pune with an investment of Rs.350 million. The company plans to commission the unit by March 2011.

The company is in talks with some private equity players and clean-tech funds to raise resources to fund its expansion and is eyeing around Rs 50-crore. The company may dilute about 25% equity.

Gujarat Power Corp is planning to develop a solar park in North Gujarat. The proposed park will have solar manufacturing units including panels and cells with an installed capacity in the range of 5MW to 50 MW. The park would also house a skill development centre for the operation and maintenance of the solar park and other solar units.
The state government of Gujarat has reportedly set aside 3,000 hectares of land at about 20 km north-west of Santhalpur, where the park is proposed to be set up.
Presently, discussions are underway with Asian Development Bank ( ADB) and International Finance Corporation ( IFC) to fund the Rs.800 crore project.
Thermal Powertech Corp, belonging to Gayatri group has achieved financial closure for the Phase I ( 1320 MW) project of 2640 MW super critical thermal power project coming up at Krishnapatnam in AP.
Of the total project cost of Rs. 6,869 crore, the debt component of Rs.5,151 crore has been sanctioned by a consortium of financial institutions and banks led by the Rural Electrification Corporation and including PFC, PNB among a clutch of other banks. The rest is coming through equity, with Sembcorp Utilities pumping in Rs.1,100 crore.
The company had earlier inducted a strategic partner Sembcorp Utilities, a Singapore Government owned entity by diluting 49% stake in the SPV for Rs.1,110 crore.
The work has already commenced at the project site and the company is in the processing of finalizing contracts for the procurement of the requisite equipment . All mandatory clearances have been secured and the land for the project has been acquired. The coal linkage for the project is through Western Coal Fields.
The project is expected to be completed in 40 months.
Ministry of Environment and Forests has restored the TOR ( Terms of Reference) for Jindal India Thermal Power which is setting up a 2,400 MW coal fired thermal power project at Tamnar in Chhattisgarh.
According to news reports,
The company was asked to submit an environment impact assessment study to the state pollution control board, but without waiting for the approval from the government, the company started construction work for the 2,400 mw thermal power plant at the site where the 1,000 mw plant was already operational.
While the original plan for the 2,400 mw project was to construct a new plant over 1,000 hectares with a system to treat the fly ash produced at the site, Jindal Power started construction work at a 62-hectare site instead.
To apprise the ministry of its position, Jindal Power had made a presentation on August 10 to an expert committee.
The company said the project would now come up over 456 hectares and maintained there will be no location change. According to the presentation, for the 1,000 mw plant, an area of 614 hectares was approved for the project of which 360 hectares was earmarked for the main plant.
The company had also placed orders with Bharat Heavy Electricals Ltd for supply, erection and commissioning of 4 X 600 mw boiler turbine generation package. The total cost of the project is estimated at Rs13,410 crore.
The proposals for Imposition of duty on production of electricity by the Government of Himachal Pradesh and Orissa was taken to the notice of the Ministry.
Based on the advice sought by the Ministry from the Attorney General of India, the State Governments have been informed that according to the provisions in the Constitution of India, the States have the legislative competence to impose tax only on the consumption or sale of electricity but not on the generation of electricity.
The Government of Orissa is also being informed in the matter accordingly.
In order to set up a Super Thermal Power Project of about the capacity of 4000 MW in the Bundelkhand Region of Madhya Pradesh, NTPC in consultation with the State Government initially identified four sites, including a site at Bina in the district of Sagar, in the State. After making preliminary assessments of all the four sites in consultation with the State Government agencies, the site at Barethi in the district of Chattarpur in the Bundelkhand Region has been identified for setting up of the project.
This project is expected to be commissioned in the 12th Plan.
