Nabinagar Thermal Power Plant – Environmental Clearance

The proposal is for setting up of 3×660 MW Super-critical Technology Coal Based Thermal Power Plant at village Majhiyan, in Nabinagar Taluk, in Aurangabad Distt., in Bihar. Land requirement shall be restricted to 1500 acres (including ash pond). The co-ordinates of the plant site are: Latitude 24º 45-26- N to 24º 48-45- N and Longitude 84º 06-45- E to 84º13-40- E. Coal required will be 11.25 MTPA, which will be obtained from North Karanpura Coalfields of CCL. Ash content in coal will be maximum 34% and Sulphur content 0.5 % (maximum). High Concentration Slurry Disposal system will be adopted for fly ash and wet slurry disposal system will be adopted for bottom ash. Quantity of Fly ash and bottom ash to be generated will be 3.84 MTPA and 0.96 MTPA respectively. Water requirement shall be restricted to 6000 cum/hr, and will be obtained from Indrapuri Barrage on Sone River through pipeline over a distance of 3 km. Water allocation has been obtained from the state govt. There are no national parks, wildlife sanctuaries, biosphere / tiger reserves, heritage sites etc. within 10 km of the plant boundary. Kaimur Wildlife Sanctuary is located at a distance of 12 km from the project boundary and is located across Sone River on the other side of the proposed TPP. Sone River and Kaimur Hills acts as natural barriers between the project and the sanctuary. R&R will be involved. Public hearing was conducted on 12.03.2010. Cost of the project will be Rs. 12964.58 Crores.

The proposal was earlier placed for consideration for environmental clearance in the 1st Meeting of the Committee held during July 7-9, 2010, wherein the Committee observed that the project proponent has not even completed survey of project affected persons and R&R action plan not drawn till date which are vital for PAPs. The Committee also noted that the project proponent has not drawn concrete action plan for Fly Ash management and no documentary evidence for fly ash tie-up with Cement / Brick manufacturers are in place. The need for authenticating the distance of wildlife sanctuary from the project boundary was also felt and it was decided that the project proponent shall submit a letter from the Competent Authority certifying that the sanctuary is not within the study area of the power project. The Committee had further observed that the proposal is pre-mature and therefore decided that the proposal be deferred for re-consideration at a later stage after the observation as stated above are fulfilled by the project proponent.

    really astonishing! i liked this. i covered this protest story for my website. but from environment angle, i had still been groping in the dark before reading this facts. now, i feel relieved. how would i keep myself in your contact. i want to procure its EIA report. how would do this?
